Even in SA2, something that already has multiplayer functionality, they're struggling to get that function to work in single player (from what I found before finding this Reddit, somebody is working on a co-op mod with functionality similar to the character swap mod, but as of right now, it only works in some stages, and not in story mode), so rebuilding the system entirely would be a whole other thing.
You would need either completely change how the camera works so that it follows both players simultaneously (similar to the old school LEGO games), or you would need to completely redesign how the camera itself operates in order to allow a second one. Despite the Directors Cut subtitle, there is scarcely an addition to be found other than small side modes and minor model and palette adjustments to characters and environments. It technically already exists, the character swap mod allows you to add in other characters who are controller with separate controllers Sonic Adventure DX: Directors Cut is a port of the Dreamcast hit to the Gamecube, in turn ported to PC.
